Education IT Hardware Procurement: Budgets and Constraints
Education IT procurement operates under constraints most sectors do not have: fixed budget cycles, procedural requirements, long expected service lives, and an estate that is used hard by people who did not choose it.
The budget cycle shapes everything
Funding arrives in defined periods and frequently does not carry over. That produces two patterns worth planning around.
Spending pressure at period end. Budget that must be committed or lost leads to rushed purchasing, which is where specification mistakes happen. Having a costed list ready in advance turns that pressure into an opportunity rather than a scramble.
Long gaps between refreshes. Equipment frequently has to last considerably longer than a commercial refresh cycle, which changes the specification. Buying for the years you will actually run it matters more here than almost anywhere.
Two practical consequences: specify generously on the components that cannot be upgraded later, and hold spares rather than assuming a replacement budget will exist when something fails.
Get the procedural requirements in early
These add days if raised late and cost nothing if raised early.
Whether a formal quotation document is needed, with specific reference numbers for your approval process. Whether vendor onboarding must be completed before an order can be placed, which takes time. Whether tax exemption documentation applies. Whether purchase orders must reference particular codes. Whether multiple quotes are required for the value involved.

For staged deliveries across a term or academic year, say so upfront — it affects pricing and it affects whether a supplier can commit stock.
Where refurbished fits well
Education is one of the sectors where the secondary market makes the most difference, and the reasoning is specific rather than general.
Spares for existing equipment. An estate built over several years contains multiple generations, and matching parts for older equipment frequently exist only on the secondary market. Our spares guide covers building that position.
Expanding rather than replacing. Adding capacity to an existing platform keeps configurations, images and staff knowledge uniform, which matters when IT staffing is thin.
Teaching and lab environments. Hardware students learn on, take apart or use experimentally does not need to be current, and being able to replace it cheaply is worth more than performance.

Where new is worth the money: anything under a support requirement, and anything expected to run for a long service life where operating system support will be the binding constraint.
The estate is harder on hardware
Worth specifying for rather than discovering.
Equipment in shared spaces is used by many people, moved, knocked and occasionally mistreated. Devices in classrooms and libraries take more physical wear than office equipment.
Two things follow. Physical robustness earns its cost where equipment is shared rather than assigned. And spares matter more, because a failure in a teaching space affects a scheduled session that cannot simply be moved.

Network considerations specific to education
Two patterns that differ from commercial environments.

Education holds records about minors, which raises the stakes on two things.

Practical approach
